As Undersecretary of Labor, Rafael contributed to the design and execution of landmark initiatives such as the 2012 Federal Labor Law Reform and the 2017 Constitutional Reform on union freedom and labor justice, achieving substantial advancements in modernizing Mexico’s labor framework. During his tenure, the country experienced its longest period without federal jurisdiction strikes, and labor inspection mechanisms were strengthened to ensure safe and fair working conditions.
